Background

Oxfam GB, Bangladesh has been implementing a project entitled "Resilience through Economic Empowerment, Climate Adaptation, Leadership and Learning (REE-CALL)" which promotes building a resilient community to anticipate and combat the risks associated with disaster and climate change adaptation through economic empowerment, securing sustainable livelihood for women and men and developing women economic leadership in disaster prone Northernchars and Southern Coastal communities. The project is implementing a chili value chain in the char areas. As part of the strengthening the chili value chain, Oxfam GB commissioned a value chain analysis study to GMark Consulting Limited to identify the root causes of constraints and opportunities for the chain’s development.

Tasks

GMark conducted the chili value chain assessment to–

Identify constraints and opportunities to improve market outcomes, raise productivity and wages, and foster pro-poor growth in the chilli sector in char areas of Bangladesh.
Focus on institutional arrangements that link producers, processors, marketers and distributors while recognizing that power differentials among actors may influence outcomes along the chain.
Conduct a gender analysis of the value chain while highlighting (the different positions) of men and women across the chain and addressing issues of power reflected in the production and marketing.
Identify particular bottlenecks ⁄ hindrances that limit the growth potential of the sector and address power and inequalities along the value chain.
